The Coordinator of the Niger Delta Presidential Amnesty Programme (PAP) Prof. Charles Quaker Dokubo has been hiding in the United States of
America for almost two weeks after being implicated in a N23billion looting under the cover of former National Security Adviser, Maj. Gen
Babagana Monguno, who is his godfather, Pointblanknews.com investigations have revealed.
Competent sources told Pointblanknews.com that Dokubo fled Nigeria and escaped the prying eyes of security operatives with the assistance of
his protégé the former National Security Adviser, Maj. Gen. Monguno (retd.).
According to the sources who have been monitoring the schemes, Monguno
advised Dokubo to go hiding pending his confirmation as NSA after which the embattled Coordinator of the Amnesty Program can return and be reappointed.
Pointblanknews.com investigations revealed that in early August 2019, the Presidency had asked Prof. Dokubo to prepare his hand-over notes and immediately hand-over to the most senior civil servant at the Amnesty office.
According to our investigations, the Presidency was concerned and embarrassed at the unimaginable level of corruption and public funds
looting at the Amnesty office. The Presidency was more concerned with security reports detailing fraudulent contracts and payments of over
N10Billion, the looting of the N60 Billion Boro-Town training facility in Bayelsa state to cover up the over N13Billion in fraudulent contracts and payments, this totals over N23Billion ($64 Million USD) of looted Amnesty funds between 2018 – 2019.
However, the National Security Adviser, Maj. Gen. Babagana Mohammed Monguno (retd.) pleaded with Alhaji Abba Kyari, the Hon. Chief of Staff to President Muhammadu Buhari GCFR and Boss Mustafa, the Secretary to the Government of the Federation to give Prof. Dokubo more time to clean-up his desk before handing over.
Our sources revealed that the former NSA Gen. Monguno was buying time because he was vigorously lobbying for his re-appointment as the National Security Adviser after which he would move to re-appoint Prof. Dokubo as the Coordinator of the Niger Delta Presidential Amnesty Programme (PAP).
The Amnesty Programme is a security programme under the direct supervision of the National Security Adviser.
However, due to delays in their re-appointment plans, and with pressure piling on from the Presidency, Gen. Monguno (retd.) orchestrated Prof. Dokubo’s escape from Nigeria to avoid been detained and interrogated by security operatives upon his abrupt pending sack from office and given
Prof. Dokubo’s weakness.
Sources hinted Pointblanknews.com that the Gen. Monguno believes that Prof. Dokubo would not be able to withstand vigorous interrogation by
investigators. It was further revealed that the former NSA is afraid that Prof. Dokubo might implicate him by providing incriminating details
as to the over N2Billion Naira cash ($5.5 Million USD) Amnesty funds was given to the NSA Gen. Monguno as kickbacks between June 2018 – August 2019.
Our Nigeria Immigration sources revealed that the NSA Gen. Monguno make frequent calls to their office on the day of Prof. Dokubo’s departure to
flee pending arrest and pleaded with Senior Immigration Officials to ensure that Prof. Dokubo is given a safe passage.
Sources further hinted that the former NSA and Prof. Dokubo planned and arranged Prof. Dokubo’s trip as an official trip to visit Niger Delta
Amnesty students in the United States of America. Prof. Dokubo left with his Director of Procurement – Mr. Musa Johnson Odiniya who awarded the
fraudulent contracts of over N23Billion ($64 Million) between April 2018 – August 2019 and his Personal Assistant Dr. Alabrabah.
Investigations have revealed that there are no Amnesty students still studying in the United States as they have all graduated since 2018. The
Amnesty office last deployment of students to the United States for educational training was in March 2015.
The Director of Procurement – Mr. Musa Johnson Odiniya and Prof. Dokubo’s Personal Assistant Dr. Alabrabah have all returned to Abuja,
but Prof. Dokubo is nowhere to be found and he has been out of communication with everyone including his management officials. No one
except the NSA Gen. Monguno have access to Prof. Dokubo as government duties suffers and Amnesty students are stranded for non-payment of fees and living expenses across the country.
Prior to Prof. Dokubo’s planned flee from pending arrest with the assistance of Gen. Monguno, Prof. Dokubo had signed Billions of Naira in
fraudulent contracts and payments to be paid by the Director of Finance and Accounts (DFA) while he is out of the country.
Pointblanknews.com sources hinted that upon the Amnesty Office receipt of N5billion from the Federal Government TSA on 5th September 2019 while Prof. Dokubo was aloof, the Director of Finance and Accounts (DFA) Mr. Ityohuma Isaac Saawua unknowingly commenced payments of these fraudulent contracts as approved and directed by his Boss Prof. Dokubo.
Sources have told pointblanknews.com that Gen. Monguno is hoping to be re-appointed this week to enable him to provide an all clear alert to
Prof. Dokubo to return to Nigeria. He will then issue a letter and statement claiming that Prof. Dokubo was approved to go on Medical
vacation.
Pointblanknews.com had previously reported that Prof. Dokubo, with the assistance of his Senior Management Staff allegedly laundered over $14
million (N5 Billion) to Turkish banks, according to security sources.
The Senior Management Staff involved in the fraudulent schemes are:Legal Adviser Mrs. Awotu Patricia Ojakovo, Director of Procurement – Mr. Musa Johnson Odiniya, Director of Administration – Mrs. Ubi Umoren Franklyn.
These individuals, according to security sources, perpetrated these fraudulent contract scams using fake and many unregistered companies to
siphon Billions of Naira from the Amnesty Coffers.
