Early life and Education.

Honorable Preye Influence Goodluck Oseke was born on 27th May 1976, in Ogboinbiri town, southern Ijaw Local Government Area of Bayelsa State,

Hon. Oseke started UPE in 1983 at Apoi Clan Central School in Ogboinbiri town, where he acquired his First School Leaving Certificate (FLS) in 1987.

In 1988, he proceeded to Bishop Dimieari Grammar School (BDGS) Yenagoa, where he obtained his senior secondary school certificate in 1993.

Hon, Oseke gained Admission to the prestigious University of Port Harcourt in 2006, where he finished from and was awarded a BSc. Public Administration in 2012.

Hon. Oseke is articulate, resilient, self-
efficacious, visionary, driven,unbiased and multi-
faceted Politician who has a zeal to transform and change the lives and living conditions of his people and all Nigerian, he is who is loved and well respected by the electorates in his hometown, ward,constituency, local government and Beyond.

Reaching out to the undeserved, underprivileged and collectively contributing to the resolution of society’s emergent challenges is his propelling g force;as manifest in the various human and capital development projects.

Hon. Preye Influence Goodluck Oseke is an experienced practical and blessed politician of many years standing till date, and has made tremendous contribution
to the development of youths, Education and Legislation in Nigeria.

Personal life

Hon. Oseke is married and blessed with children.
His love for books, is only bested by his zeal to reach out to the needy as he holds the idea of one life at a time to change the whole world.

Reading in his own words, adds to his knowledge in an ever changing world, challenges and equips him to best serve his people.

Political journey.

Though, it may seem like Hon. Oseke only made the lime light when he contested the 2018 National Assembly election in which he emerged victorious and he is currently representing the good people of Southern Ijaw Federal Constituency in the House of Representatives, this however, was just one of his leaps as he has a track record of service and political strides.

Hon. Oseke has been chairman/president of professional bodies, as well as community leader at different times, worthy to mention but a few; he had been Chairman of the Finima Non-Indigenes Association in Bonny Rivers State, was once a Vice President of the Ogboinbiri Students Union, amongst numerous other similar responsibilities.

The service oriented and seasoned Hon. Oseke, as a grassroots politician had been Vice Chairman of the Ogboinbiri Community Development Committee shortly before the Chief D.S.P. Alamieyeseigha-led government drafted him as member, Caretaker Committee of Apoi/Olodiama Local Government Council, a position he barely served for two years,before his elevation to Chairman in same rural development authority because of his excellent and prompt service delivery.

The experiences he gathered while holding sway as Special Adviser on Oil and Gas to the then Executive Chairman of Southern Ijaw Local Government Council in 2013 – Chief Remember Ogbe – birthed the need for a platform that services the ever-increasing multi-faceted challenges in the oil and gas sector of Bayelsa State, one that had little or no local content until then.

Hon. Preye Influence Goodluck Oseke was the Chief executive officer of Presco Technologies Limited (a private indigenous firm). This was birthed from the knowledge which he drew, while working in different oilfield Engineering, Construction and Procurement Companies in his late teenage years and later as Public Relations Officer/Security Coordinator in Darlon Security & Guards Limited, also an indigenous firm saddled with the responsibility of ensuring the security of oil and gas pipelines and facilities across Bayelsa Swamp Area

Challenges.

As sweet as all this may sound, Hon. Preye Influence Goodluck Oseke’s story is no different from others, at some point, he faced challenges, especially when , he sought to be elected into the Bayelsa State House of Assembly, twice with no success.

But Undaunted, Oseke contested the his third election in 2018 National Assembly election in which he emerged victorious.

Educational Empowerment.

While awaiting inauguration into the Ninth National Assembl after his success at the polls, Hon. Oseke , cognizant of the deadline for application into the Nigeria Military School Zaria, directed the immediate payment of application fees for ten pupils from Southern Ijaw Constituencies 1, 2, 3 and 4 respectively. A total of forty pupils(40) across the federal constituency were duly registered, and mobilized from the hinterlands and creeks to sit for the entry examination O. Which held on Saturday 18th May 2019 at the Bishop Dimieari Grammar School, the Yenagoa centre of the nationwide examination.

Within same period, recommendation letters were signed for applicants as well as a comprehensive list of same were forwarded to the NDDC Post-Graduate Scholarship scheme for consideration, an effort that was greeted with huge success as some are already undergoing their post-graduate studies in different universities overseas.

As a means of retelling his tortuous story of determination and courage against great odds of life in acquiring education, the Preye Oseke Foundation was founded and this has been a veritable platform in managing the payment of annual bursaries to all Southern Ijaw students in tertiary institutions nationwide. In doing this, the Foundation closes ranks with the leadership of the Federated Union of Southern Ijaw Students (FUSIS) in order to make the process and procedure institution-based. Thus far, thousands have benefited from this scheme, while compilation is ongoing for the 2020/2021 session.

The Preye Oseke Foundation has consistently paid annual bursaries to six hundred (600) students of Southern Ijaw Local Government Area to the tune of twelve million naira (N12,000,000.00) with each receiving twenty thousand naira (N20,000), award of scholarships for basic, secondary, tertiary as well as professional programmes have, over the years, been characteristic features of Hon. Oseke’s life.

Human and capital Empowerment.

Within the last two years in the National Assembly, Hon. Oseke has built synergies with the Sustainable Development Goals office, to secure slots for constituents to benefit from the Conditional Cash Transfer Scheme (130 beneficiaries), Household Feeding Programme (130 beneficiaries) as well as the enrollment of youths of the area into the NPOWER Scheme of the federal government (55 slots). In all, he has been guided by the equal distribution and spread of benefits across all 17 wards and the 4 state constituencies within his jurisdiction.

In partnership with the Small and Medium Enterprises Development Agency of Nigeria (SMEDAN), four training sessions targeted at youths and women have held, these being precursors to funding channels that were explored as a complement intended to birth entrepreneurs in the constituency. The said trainings were “Entrepreneurship Training for Women in Southern Ijaw Local Government Area”, “Entrepreneurship Training for Youths in Southern Ijaw Local Government Area”, and “Training on The Need to Educate the Girlchild in Southern Ijaw Local Government Area”. Rejoicingly, Hon. Oseke successfully midwifed the award of federal government loans that have enabled them start small and medium scale business, as originally envisioned.

Part of the implementation of the Zonal Intervention Projects for Southern Ijaw Federal Constituency in 2020 was the procurement and distribution of empowerment items to constituents. While a whooping N15,450,000.00 (fifteen million, four hundred and fifty thousand naira) was given as Conditional Cash Transfer to 224, and 85 women and youth entrepreneurs respectively with each receiving N50,000.00 (fifty thousand naira), 4Nos of complete Barbers Kits and accessories, 18Nos. of complete Business Centre/Cybercafe Equipment, and 17Nos of GSM Repair Kits were given. Others in the bouquet of empowering items include 8Nos of Welding Machines targeted at youths that are already preoccupied with the respective trades.

Community development projects

Closingly relating with officials of the executive arm of government, several projects have been implemented in Southern Ijaw Federal Constituency.

These include Solar Street Lights in parts of Amassoma and Amatolo in Southern Ijaw Constituency 1; Solar Street Lights Obololi Town in Southern Ijaw Constituency 2; Solar Street Lights in Ekowe and Eniwari Communities in Southern Ijaw Constituency 3; and Solar Street Lights Azuzuama Town in Southern Ijaw Constituency 4, just as those of Ukparatubu and Emete communities are underway.

Charity works

During the nationwide lockdown, applications for the COVID-19 loan facility of the federal government were initiated by constituents which Oseke facilitated. These were compiled and a recommendation sent to the Nirsal Microfinance Bank for consideration. Gladly, all applicants have benefitted from the scheme.

During the period of the nationwide COVID-19 lockdown, Hon. Oseke mobilized palliatives for distribution to his constituents, with Bayelsans and indeed the nation watching in awe, particularly as beneficiaries were drawn from most vulnerable families who got helped by that gesture.

In February 2020, this federal lawmaker with exceptional qualities facilitated Bayelsans that were selected to undergo the training into the Direct Short Service Course 25 of the Nigerian Army. Not only did he send money for upkeep, he also interfaced with relevant committees in the House to ensure that they all passed through the various stages of selection from Ibadan to Kaduna and Jajji, without disqualification on flimsy grounds as had been the experience of a good number of our people. Gladly, on Saturday 25 July 2020, eight out of the nine of them got commissioned into the Nigerian Army as Lieutenants. Who paid Hon. Oseke an unscheduled visit, in appreciation of the support they got both in cash and kind.

Sons and daughters of Bayelsa origin across all local government areas that get NYSC posting to Abuja have, more than ever, been very well taken care of. Oseke has ensured that as many as wished to serve in the National Assembly have been given an opportunity to do so. It is heartwarming to note that many of them are being retained as casual staff members in various House Committees, with promises of their appointments being regularized in due course.
