OPEN LETTER TO MAJOR GENERAL MUHAMMADU BUHARI (RTD), PRESIDENT FEDERAL REPUBLIC OF NIGERIA, (GCFR).

Sir,

Call to Disregard the Interim Committee’s Recommendation, Appoint a Substantive Coordinator for the Niger Delta Presidential Amnesty Programme.

We hereby urge Your Excellency, Major General Muhammadu Buhari, (Rtd), President Federal Republic of Nigeria and Grand Commander in Chief of the Armed Forces, to disregard and decline the Interim/Investigative Committee’s recommendation in it’s report on the Presidential Amnesty Programme, (PAP), for Niger Delta ex-agitators and appoint a substantive Chairman/Coordinator for the Programme without further ado.

Your Excellency, it is about time you make the necessary consultations that would metamorphose into appointment of someone who is inclined with the understanding of the local politics and plights of the ex-agitators as well as with an in-dept knowledge of sundry interests in the Nider Delta to Chair the Programme, in order to reposition it back to it’s original master plan.

Sir, this exigency call became necessary after a critical examination and evaluation of a story making the rounds in the country’s cyberspace, that the report by the Interim/Investigative committee which was set-up by the National Security Adviser, NSA, Major General Babagana Mungonu, (Rtd), and headed by Mr. A A Lawal, prior to the suspension/removal of the embattled Chairman of PAP, Professor Charles Dokubo, recommended that the PAP be Scrapped/ended by December 2020, even without the implementation and accomplishment of the aim, objectives and blueprint of the Programme.

Mr President, we want to believe you and your NSA are sensitive and clairvoyant enough to observe/see the consequences and repercussions of such recommendation in the Interim committee’s report, if implemented?, because that recommendation is already been perceived as a provocation to riot and an instigation to unleash unrest in a typical Niger Delta contest.

Your Excellency, scrapping the Amnesty Programme in whatsoever pretext will definitely attract opposite reactions that will result to scrapping oil production from the Niger Delta region.

Nevertheless, Mr President and all well-meaning Nigerians will agree with our sincere perception that the Lawal led-interim/Investigative committee does not mean well for the Federal Republic of Nigeria and the general interest of her citizens for making such callous, dastardly and dangerous recommendation capable of destroying the country’s economy.

Sir, it is relevant and worthy of note that the PAP was Having Green Light before your emergence as the President of the country in 2015, and your resultant appointments of persons who are novice to the plights of the ex-agitators and the general aspirations of people of the volatile region. So the Programme’s Light began going Red as a result of your appointments.

Frankly speaking Your Excellency, those you appointed to oversea the Amnesty office drifted very far in retrogression.

Sir, they also demonstrated high-headedness towards the ex-agitators, and the mother of all dramas under your watch is the deliberate flooding of the Amnesty office with people from other regions, in which your kinsmen, the Northerners are the prime beneficiaries, while vibrant, qualified and competent sons and daughters of the region, (Niger Delta), who can handle sensitive sectors in the Amnesty office are deprived the opportunity. This is a mysterious occurrence as the technicalities behind it are unfounded and irrational.

Your Excellency, it is on this backdrop we are suggesting with all sense of sincerity and humility that you should consult the right persons and use your hallowed office to make a wiser decision by appointing someone who is deeply inclined in the struggle, who understands the local politics and sundry interests as well as can relate smoothly with the ex-agitators, in order to avoid a repeat of the mistake of the past five years.

However, it is logical to sustain the PAP and uphold it’s blue-print to the letter. I must say without mincing words that the Programme should remain sustained indefinitely like the Nomadic Education Programme and Petroleum Technology Development Fund, (PTDF):-Programmes providing formal and informal education for the Northerners on scholarship since the 1980s.

Therefore, any thought and recommendation(s) of scrapping the Amnesty Programme should be taken back to wherever it might be emanating from. We expect Mr President and his NSA to correct their mistakes of appointments and let there be progress in the Amnesty Programme, because the ideology of scrapping it will only cause an unimaginable magnitude of hostility in our region.

Consequently sir, scrapping the PAP will spell doom for the oil and gas industry, and by extension crumble the country’s economy and electricity power production, because it’s sustainability is the reason for the measurable peace and tranquility as well as the oil production in millions of barrels per day from the Niger Delta region to the benevolence of the entire Nigerian State.

Your Excellency, as a matter of fact, we, (Niger Deltans) believe it’s profitable for all to incorporate more of our increasing youth population into the Programme from time to time, as a mechanism to divert their mindset from oil bunkering and pipeline vandalism in the near future.
