Chief David Lyon, candidate of the All Progressives Congress (APC) for the November 16 Bayelsa State governorship election, on Sunday released his Campaign Manifesto which he tagged the “Project Better Bayelsa: Industrialization and Wealth Agenda.”

In his manifesto, David Lyon said that his vision is for Bayelsa State to be among the most secured and industrialized states in Nigeria. He also said that his mission is to achieve a diversified development through industrialization, effective security system, human capacity building, infrastructural development & modernization, poverty eradication and value re-orientation.

He recalled that Bayelsa State which was created on October Ist 1996, with an approximate population of three million people, is hugely endowed with natural resources of which crude oil and natural gas predominate, and blessed with highly productive and talented citizens.

He also recalled that the people of Bayelsa once enjoyed steady power supply, illuminated streets, good roads and a secure environment, bursary payment for students, prompt payment for civil servants and pensioners.

“There was a time when a plastic industry was set for take-off, the state owned university was the dream of every young admission seeker, water reticulation project was in top gear and social life had meaning.

“There was a time when every child, woman and youth had hope and every elder had peace. “However, this golden era has receded from our people as all the indices of Human Development are not in our favour,” Lyon said.

While lamenting the challenges facing the state such as infrastructural decay, inaccessibility to standard health care, lack of portable water, unreliable electricity, environmental degradation, educational backwardness, poor transportation, insecurity, poor leadership and mismanagement of resources, he noted that Bayelsa state is under-performing in all the critical indices.

“For instance, our dear state ranks number three in terms of unemployment rate (32.6%) in Nigeria. Also, the Multiple Indicator Cluster Survey shows that two-fifths of Bayelsans still drink water from carts/trucks (meruwa), drums, sachets and wells. Statistics also indicate that about 40% of Bayelsans still use open-pit latrines, bucket latrines, hanging toilets and “flush/pour-to-somewhere-else,” he said.

The governorship candidate noted that Bayelsa State needs a purpose-driven governor who will radically apply sound economic models to make businesses to thrive, create employment and build sustainable infrastructure.

“Bayelsa needs a governor who feels their pains, shares their concerns, promotes unity and provides the soothing balm of development to improve the overall health and effectiveness of the state,” he said.

The governorship candidate, David Lyon, set 17 goals of his administration. The goals tackle Finance, Agriculture and Food Security, Commerce and Industry, Yenagoa City Development, Housing, Youth and Women Empowerment, Tourism and Culture, Social Investment, Education /ICT, Health, Energy, Sports, Environment, Local Government, Transport, Security and Effective Public Service.

Lyon also listed ‘Key Projects’ of his administration which includes;
